Does it need internet or the cloud to run?

To run, no: the physics, circuits, and telemetry run locally on the unit itself, and your sessions and data live in the simulator. Internet is only used when you want to race online against drivers from around the world — connect it and run multiplayer in whatever category you like.

Is it also available for rent for events and activations?

Yes. The MotionGP has run at activations for Force India, Toyota, IWC, Canel's, the NASCAR Toyota Series, and the 6 Hours of Mexico, and it rents per event with transport, setup, operation, and brand customization included.
